Don’t have inner envelopes?
I don’t have inner envelopes so should I add a little tag to the ribbon on the bag to act as an inner envelope? Like a little gift tag you tie on or should I leave it off and put all the info on the outer envelope?

I would use the ribbon on the bag to tie them on and write the names on it like you would for the inner envelope.
Only do it if you have complicated guests, where you need to spell out exactly who’s invited. Or you can skip a step and write the names out on the outer envelope.
Those will be so expensive to send… hopefully your guest list is small!
